This may be a dumb question, but here goes....
Is PTW ONLY multiplayer? Can someone play against the computer, or do you HAVE to play online?

It's not a stupid question ... (no question is stupid in my view)
It is not only a 'multiplayer' (MP) game.
PTW (play the world) was an add- on or expansion pack to CIV III, giving you the ability to play other players over the internet, by mail, on a lan, or another player at your computer. You have to have CIV III installed prior to adding the expansion pack PTW.
Alot of folks thought CIVIII should have included MP in it's first release without the requirement to purchase a MP separately.
When you start the game you have several options on the main screen - one of them is multiplayer. If you want to play a game by yourself simply select new game and select computer players. If you want to play a game with other players over the net or one of the other modes, select multiplayer.
Hope this answers your question.

PTW has many SP enhancements. The AI is much sneakier, there are 8 new civs, and many enhancements for mod makers.
You do need Civ3 to play it as it's an add-on.

Thanks!

One can play it just like Civ III, single player, that is.
It includes some other terrain (that folder) which I really like, since the original terrain folder was too bright for me.
I have not even installed the multiplayer setup, so i guess I will have to go through that again.
But then, I have to wait till summer actually, or gain more time right now.
Has several new modes to it. Like capture the Princess, and other things with it.
Kinda like AoE or those type games but as Civilization.

We posted that complaint as soon as the game came out over a year ago. But if Firaxis did include it they couldn't stick it to the public for another thirty bucks a year later.
The irony is that the MP still never has worked very well.

You can what you want about him, but you have to give him one thing;
