Honestly???
I do think you do some more vanilla games, before starting to mod.

Has anyone noticed if the video card has anything to do with gaming speed in Civ3?

Video card is not so much an issue.
Any 32 mb will do the trick.

Well I have 640 ram and playing a large game with all the civs it is still slow. I am in the Modern Age now and it takes a couple minutes per turn. I have been lifting weights to pass the time. Gonna be buff before long.
I think with this much ram the game should zip by so to say the least the slowness is unacceptable. I never had this much trouble with SMAC but then again I couldn't play with more than the alloted civs. I can almost bear the slowness, but what really bothers me is when I set the game conditions to include a full Pangea and instead I get several separated continents. Takes half the game to figure out I am not playing the game I wanted. Oh well.

I have 129MB Ram. Mine is only slow in huge maps after the game has advanced quite a bit. My processor is 1Ghz

Current PC is a AMD 1.3Ghz with 512mb DDR RAM.
Tried to play a 200 x 200 map with 18 Civs the other week, when I got to the modern age was waiting 5 min + for the comp to make it's move thought it was due to PTW and waited for UK patch, loaded that when it came out and tried again, still same wait time.
Gave up on that game in the end and went back to normal huge maps with only 7-8 Civs.

Bobo:
I have a 1500 MHtz P4 and 256 MB of RAM. Huge maps play fine until you reach the 1200 unit mark, after which a turn takes 30 min to play and about 5 min for the AI to finish its turn, I play with all of the graphics, but automated moves can be speeded by holding down the shift key.
