Did this happen to anyone before???
In my chase, I want to build The Hoover Dam, but can't, and no other civ build it, no other city is building it, so what the hell?????

Is your city near a river?... If not, I think Hoover Dam cannot be built.

Have you done anything like chopping forests or disbanding units in the city lately? If so, you can't build there.

Also, you are not allowed to rush a building or unit and then switch to GW.

everyone knows that the Hoover Dam can't be built in America, geez...

Actually, I've had the same problem with the Hoover Dam, but that it couldn't be built in certain cities (with rivers)

When in mobilization only war infrastructure can be build. You nedd to sign peace with one civ, before you can switch back to normal builds.

while we are on the tpoic of wonders and mobiliztion, did you kjnow that you cannot build the Heroic epic during mobilization? c'mon! if that isn't a military building than what the hell is? it allows you to build the military academy at least.

Then you need to declare war on somebody and after that sign a peace treaty. Mobilization will then automatically switch to normal again.

This is because you at any time can switch to war-time economy, but only switch back by signing a peace treaty.

Perhaps I'm wrong, but Detroit is not on a river (its near a river) so it cant build Hoover Dam.

It has a city in its city radius, which is enough to allow it to build the Hoover Dam in Civ 3 rules, IIRC. For anyone who wishes to know what you can and can't build when mobilized, have a look at Catt's excellent Fundamentals of Mobilization Revealed. The Hoover Dam is one of the wonders you are not allowed to start building when mobilized.

I thought the city had to be on the river, not just have a river in its radius. Same rule as aqueducts.

Hmm... I'll have to try that out later. From what I recall in actual play, the river had to be right up against the city. Then again, I'm getting old and losing lots of brain cells to various vices.
