Next Chat Tomorrow
The next chat will be held at 1700 GMT tomorrow (Tuesday, January 14th). That's 2 p.m. EST for those of you in North America who don't know how to convert GMT
The game is moving forward due to an opinion issued from the Court granting legal validity to the decision made by citizens present for the so-called "senate chat" held on Saturday.
If any of you have a problem with that legal opinion, take i up with the Court. I had no intention to regard that senate chat as official unless the Court named it as such. Since the Court has, I'm moving forward.
If any ministers cannot make the chat, please name a deputy (or give your duties to myself). Please post such deputizations in THIS THREAD.
As for orders, we will be using the orders thread that remains topped from the last chat (since we only did part of one turn before producing Seti).
For those who didn't catch what the decision was regarding Seti, the decision was to rush the palace.
What I don't have from E_T or Spiffor is what city to rush the palace in. I need an order for that or do I get to decide that on my own? Make up your minds quickly, because you run the risk of me rushing the palace in Apolyton if you don't give me an order!

Another issue...
Because my ISP has been flaking out on me off-and-on nearly continuously since it came back up earlier today, I have no idea whether it will be reliable by the time of the chat.
This chat will be conducted whether or not I am available for it. We have to move the game forward.
As a reminder, this is the "chain of command" as established in the NewCon for the duties of President during a turnchat:
President Arnelos
Vice President Panag
Domestic Minister Spiffor
Supreme Miliary Commander E_T
Foreign Affairs Minister ManicStarSeed
I would prefer that if I cannot run the chat myself, that E_T be the one to actually handle the save file (since it would be more efficient during a warchat). However, the powers of the President during the chat must strictly follow the above chain of command. So, even if E_T (or another) is the one handling the save file, the most senior member of the chain of command present will be the one to exercise the powers of the presidency (budgetary matters being formost among them).
Members of the cabinet: please post here whether you will be available or not.
As for me, I'll be available if my ISP is up. Whether my connection will be RELIABLE will determine whether I handle the save file myself or have another do that part for me.

I should be there, although I might be a bit late, due to a few RL issues.
If so, I name Meshelic as my First Deputy for this chat (as he's running for SMC, it might give him some needed experiance) and Aggie to be the Second Deputy.
I will attempt to have my business completed before 2PM EST, but I'm not certain as of yet.

On the Palace location...
I have forwarded the Shield workup for doing the Shield weighted analysis to E_T. The shield count is based on 1305 ad city view detail plus exess food tile swaps and specialist deployment where applicable but not growth. In other words it is shield optimized for current pop.
All cities on mainland bumped for eventual factory and hoovers
All cities on Uber bumped for eventual factory but not powerplant (hoovers can't reach and no rivers)
Ferropolis is also bumped for eventual IW
Based upon a much simpler methodology than E_T's worksheets, I expect the optimum to be one of the following:
Macross City- maximizes cultural pressure on Greece
Here It Is- modest cultural pressure on Greece and Russia, especially the isolated city
Lhasa- cultural presure similar to Here It is but slightly skewed towards Greece.
The isolated Russian City is Mountain locked and food short. Other nearby Russian cities are mostly plains. The Greek Cities pressured are significantly better tiles
Considering the relative value of the flip enhanced tiles, Macross City is clearly favored.
Little shield advantage is expected between these 3 contenders. Lhasa slightly improves Ferropolis, but all of them will allow Armies in 3 turns at full pop prior to mfg plants. Hence the Lhasa advantage is lost in production granualarity.
To summarize I STRONGLY recommend Macross City.

I have no idea on what the optimal location of the new capital is. Much needs to be done before we can know where to put the new palace (deciding where we'll expand if we expand at all, making corruption charts accordingly ; I can do them for Lhasa and Los Alamos, if E_T explains me how he did it, or if he provides me a link)
I think we should do nothing with Seti until this has been sorted out. It is now agreed Apolyton won't remain our capitol, but we shouldn't rush a decision, and shouldn't waste Seti in a subotimal location.

In order of preference:
1. Marcoss City
2. Lasha
3. Here It Is
4. Los Alamos
Right now, the optimum is either Marcoss City or Lasha (considering current state of un-development in the western most cities.)
A Palace in Marcoss City increases the chance of flips in the Greece which would boost the value of the Palace in Marcoss City sometime in the near future.
A Palace in Lasha or Here It Is increases the chance of a flip in the isolated Russian city which would boost the value of the Palace in either location in the near future.

That's hardly an argument for placing the palace in either of these cities. Flipping the Russian city isn't a priority, certainly not one that justifies a palace move.
If we move the palace, it's to Macross City, which we should immediately rename to New Apolyton.

Erm, it is 17:10 GMT right now, and so far, only Shiber, Aro and I are in the chat. All people come to #civ3dem ! 
(btw, I will be available only until 19:00 GMT - 14:00 EST because of a birthday party I'm invited to tonight)

Oops. Messed up the conversion from GMT to EST.
1700 GMT = 12 p.m. EST, not 2 p.m.
It'll probably be 1900 GMT, then.
My connection is flaking on me like mad (it keeps timing out), so it's almost certain that I can't be the one handling the save file because there's no telling when I'll be connected and when I won't. I'll try to be present as much as possible. We'll have to do this chat similarly to one last term where E_T ran the chat, and a rather laggy Aggie popped in and out.
