What does Precision Bombing do?
The title is pretty much says it all. This is probally a stupid question, but could somone answer this? Thank you.

Precision Bombing does not target units. Within the context of P.Bombing a city, it targets only improvements; if no improvements remain, it targets population.

Precision bombing does exactly the opposite of what it does in real life. It only allows you to select civilian targets and ignores all military targets in the tile.
It is useful though if you want to do economic damage to a city.

This is pretty darned stupid. In most cases, I'd rather bomb out all the military units and keep the city intact. What nimrod designed this feature???

In that case, may I suggest Cruise Missiles.
While not particulary powerful, they do hit ONLY units and not population and buildings.
