Large maps are good for high payoff bonuses because techs cost more, but even these payoffs are limited by the 2/3 science cap. The payment and beakers received can not exceed 2/3 of the total beaker cost of the tech currently being researched.
In my games, I have had this cap limit my payments quite often when delivering commodities from my SSC to overseas AI demanding them. I believe the highest payment can be influenced more by manipulating the cost of research than by optimizing cities and their trades.
The highest amount possible is limited to the 2/3 of the highest possible tech cost, which is probably in the neighborhood of 3000 beakers, resulting in a possible payment of 2000 gold.
