Nuclear Non-proliferation Treaty and No First Strike Pledge
Zoran wishes to advance a treaty to halt the proliferation of nuclear weapons throughout the region of Apolyton. There are two classes of signitaries; those who have nuclear weapons and who pledge to not give other nations nuclear weapons technology or nuclear capability, and those nations wich have not discovered how to produce nuclear weapons and promise not to develop them.
As part of this treaty no mining of uranium will be allowed by the non-nuclear signees, and all trade in uranium by the nuclear capable nations will cease.
At the same time, Zoran hopes that every nation possessing nuclear weapons will pledge to not use them first, instead using them only if first attacked with Weapons of Mass Destruction by other another nation.
Nuclear Capable signees. (Possess nukes but promise not to share them with others)
-Federation of Imperial Republics
-Noosland
-Kingdom of Wine
Non Nuclear Capable signess. (Do not possess nuclear technology and promise not to develop it)
-Zoran
-Antlerkovistan
No First Strike Pledge members. (Nations with nukes that promise to use them only if first attacked with Weapons of Mass Destruction)
--Federation of Imperial Republics
-The Commonwealth of Alecrast
-The Republic of Centralis
-Akiria
-The Holy Empire of Christian Wombats
-Sovietskii Soyuz
-The Federation Eation
-Pasiphae
-Noosland
-Kingdom of Wine

I hereby sign as a nuclear capable nation state not to trade any weapons grade nuclear material to any states or organisation in or out of the region. I also agree not to trade nuclear weapons knowledge with non-nuclear nation states or stateless organisations.
I also hereby agree to the non-first strike policy.

your statement and the treaty do not coincide. all trade in nuclear material is outlawed under the treaty, your statement says that you will only not trade nukes with non-nuke nations.

The Lord Protector will not sign the first part of the treaty outlawing uranium trading as Uraniu is one of the greatest exports of the Holy Empire of Sheepsta, However we will sign the no firts strike pledge if it were a seperate treaty.

The Commonwealth of Alecrast will join in the No First Strike Pledge, however we believe the halting of trade in nuclear materials to be against the MAD scenario, and thus cannot agree to such a treaty.

The Republic of Centralis will agree to the No First Strike Pledge, but we will not agree to either avoid developing nuclear weapons or to ban all trade in nuclear materials. Uranium and other related materials have many peaceful uses, of which Centralis is itself a large user and proponent, and we will thus confine ourselves to banning trade in nuclear materials to any state which has not given an express pledge that they will either not develop nuclear weapons or not use them in a first strike. This si merely an extension of our current policy to refuse shipments to any state which has given indications of nuclear ambition.

Akiria will sign the non-first strike treaty, and will go further, in that we will never use Nukes, for any reason possible. However we agree with the representative of Centralis, uranium is a source of power, that we use instead of burning fossil fuels, to help our environment. Until we have our wind farsm completely operational, we are not prepared to give up on nucleur power, and pollute our environment.

That was what Centralis proposed before. Therefore by wanting it changed, I presume Tassadar wanted some other abilites to use it for? I would like to know what?

We are at an advanced stage with our nuclear weapons development and are not going to stop. There are many threats to our nation, and this 'deterrant' is essential for the preservation of our way of life. No signature for development, and we reserve the use of nuclear weapons to how our sovereignty is threatened.

Zoran we would like to sign this treaty but there is a problem. Our economy has bee relying on Uranium minning for some time. Also we produce quite a large portion of our energy from nuclear power plants. If we were to stop minning Uranium, this would servely impacted our economy and people.

After further reading the terms of the Treaty and concerns over Uranium mining have been resolved the treaty has been signed and approved by the Palariment of Jackson.
