You will have to go in the editor and create a scenario.
You will have to "customize rules" and go to the units tab.
Then choose the Settler unit and in the lower left scroll to where the line "treats all terrain as roads" is and choose it while holding down the "Ctrl" button.
Same thing with the Mounted Warrior unit if we are going to use it.
Hold down the "Ctrl" button and choose "starts Golden Age" to deactivate that ability and choose "Hidden Nationality".
Then make sure to highlight all of the civs in the other window so that we can all build them.
