If ever says they will put our infastructure to zero so we can increase our out put gets my vote. We should do this until the Austrians are defeated.

Well for the next turns it PW should be at zero but we don't know how long we need to defeat the Austrians, therefore the the PW rate == 0 issure needs to be reconsidered at least in the next 100 turns.
