Kobayashi suggested a non-war one which I understand would be something like the Fellowship of the Ring or Roman Riots.

It could also be about economic warfare with bribing as the only way of conquest.

Bribing would'nt work. You can't incite a revolt in an enemy capitol.
I think another contest around a theme would be good. Maybe sci-fi again. Or even WWII, considering how much WWII stuff people do around here.

I like the ww2 idea, namely because we would have a lot of entrants unlike the paltry four this time.
I wouldn't submit Kyokujitsu because that wouldn't be very fair, anonymously speaking (considering my codename wouldn't very well conceal that scenario).

What about Ancient/Medieval China/Asian scenario? It would be original, as far as I know we haven't too much scen about this place on this age. Or maybe about Opium Wars: Colonize Asia! (XIX century)
If the scen is going to be about non-war (say commerce), then Venecia/Italian States on Medieval Age, The Netherlands on Modern Age or even Creta in Acient times could be great places to do scens in.
Another theme I could love would be Punics wars (as far as I remember there are only two scen: Stefan's 3rd Punic War and one scenario-quest about Hannibal).
The problem with the WWII theme, in my humble opinion, is that there are many, many scen about WWII...

I think the next contsest should be an 'Abstract' contest, as in the scenario's have to go against traditional Civ2 goals such as conquest and technology level. I have a few idea's that I would like to play around with and see if they would work. As long as it is Abstract, then it should qualify. I guess that WV could use his worldly wisdom to determine what is 'Abstract' enough .

How about only one criterion: the winner wins by building something (e.g. spaceship) to arrive somewhere (e.g. Alpha Centauri)? By not having a warlust victory condition, it could encourage, but not dictate, a tech race. At the start of the contest, someone could donate expertise by explaining how to change the appropriate DLL's. This could get some creative designs!

How about requiring that some small conflict should be depicted, that has not previously been made a scenario about?

I would be interested in furthering the PBEM theme, but maybe in the way of the duel.... not to many 1 on 1 PBEMs are out there. Of course I like the WWII idea as well. Small action WWII PBEM duel perhaps?

Historically, the most under-represented themes are scenarios of India and China. Also, we've never had a sci-fi theme in a contest. How about a scenario which speculates on Star Wars Episode 3?

That seems like a good subject, and there's enough to make scenarios about; The Opium Wars, Kashmir, Chino-Japanese Wars, Colonial wars, Indian uprisings, The Chinese Revolution - and to broaden the subject, it could be named "South Asian historical scenarios".
I'd vote for that. It surprises me, when I think about it, that the above mentioned subjects haven't been covered...

But I'll write it anyway:
Why do we have a scenario design contest and not scenario designing awards?
As long as the contests are circumscribed to certain themes/formats, participation will tend to be limited to the more experienced designers.
On the other hand, rather than a contest, having awards with different categories would promote that a larger group of people participate, and stimulate more scenario creation.
OK, so now bury me under a pile of "we did this already and it did not work" messages.

No - the fires are out at my end of town, though north Canberra is under a very real threat at the moment, and the government still hasn't canceled the state of emergency (though the radio has stopped playing terrifing siren noises every 15 minutes, which is nice!)
On saturday an offshoot of the main fire got within about 500 meters of my house, (the gale force wind caused it to advance several kilometres in a matter of minutes) but fortunetly the wind dropped before the fire could really take off, and the fire fighters were able to bring it under control. At that time I was on the back balcony filling the gutters with water and hosing down the occasional burning ember (ash was coming down like rain for a short period!). We had the car filled with valuables and offical documents and were ready to evacuate at a moments notice.
The fires didn't cause any major damage in my suburb, but Canberra's western suburbs have been hit hard, with four people killed and over 400 houses being totally destroyed. The Suburb of Duffy (which is about 10km from where I live) got hit hardest, losing about 200 of those homes.

Hmmmmmm.
I've been thinking about a duel scenario. But I'd prefer that it be created with two human players in mind. And that, unfortunately, leaves out the practical solitaire playing of said scenario.
Still, if that becomes the format, I'd be very tempted. I have been mulling over a duel scenario for some time now . . . .
