Need help planting spy!

Okay! My question is simple: How do you plant a spy? I made the intelligence agency, then what?

Click the icon next to the name that build it.
Pick a civ, make suree you have enough money.
Be carefull sice if the mission fails, that civ might go to war over it.

(clicking on the little 'e' bottom right hand side side of the screen will do the same. So does shift or control 'E' IIRC)
