Ok I expect repeat issues. But to have the same issue 4 out 5 consecutive issues is excessive. I already said I don't want euthanasia, but will it listen?!?!?!?!
After the first time my civil rights went down, as it did the second time. So for the third time I said to myself "Sod this for a game of soldiers" and just dismissed it. I got a different issue next (yipee!), and then I get another euthanasia one. 
Why do all the people in my country want to top themselves?

Cancer... with the neutron bomb detonation over Alecrast and fallout clouds heading mainlandway, we are going to have more of that 
But NS could really use a batch of new issues... or an algorithm that'll make sure you won't get two same issues in almost a row.

Lately I've been getting many repeat issues. the last few days mainly.
Perhaps I have seen all of them?
It may be time to turn my beautiful libertarian society into a police state just for the hell of it. then change it back again.
