The other possibility i suggested was to bribe Kazan, then reevaluate whether to attack or not (although i stand by using the engineers to connect Naples and Kerman next turn)

by the end of the discussion there isn't that much difference, other than my plan seemed to give direction for next turn (build the road to Kerman, and reinforce with units from the other 2 cities if necessary). The closer to the front of the discussion you get, my initial suggestion was to leave alone/defend against the cavalry and go after the city as I saw it as the biggest threat.
Minister Arnold hasn't yet quite clarified exactly what he listed as my Idea, so i'm a little confused myself.

I say go after Kazan first to cover the right flank - and then take out the Cavalry. Since we don't know what's in Kazan, and it could be reinforced in the Mongols' turn, the city is the greater threat.

From my experience, when I have bribed AI cities, I often find that I also get numerous additional units that were supported by the city in question. Therefore, when based on the strategy above, (bribing the city first) we may be lucky and get the Mongol cav, eng., and a few other units. I remember one game i got a few marines, two stealth bombers and some mech inf.

Yes, we bribed Kazan first, to prevent an attack on Naples. I think the Mongol response with such force was unusually quick, but you can never trust the AI to play by the rules we labor under.
