No Summary Replay after victory

Sorry if this has been addressed elsewhere (I did look!) but when you've "won" you get a screen with a picture of the map on it, with play/forward buttons. This is always static for me and doesn't work, in C3 or PTW... what gives?

(Machine is running 2000Pro with AMD XP and Radeon All-In-Wonder card)

Anyone else got this problem, or better still, had it and fixed it?

It can take awhile before it starts, but it does work (for me).
