Delegates
As I promised during my campaign, I wish to appoint a delegate to take over my job when I'm not here. I urge all other government officials to do the same.
My delegate will have all powers I have as Minister of Diplomacy, Science and Trade:
* during turnchats where I myself am absent;
* during periods of announced absense;
* during periods of unannounced absence longer than 36 hours.
If none of these situations occur, my delegate will not have any ministerial powers on the areas of my position.
I don't expect to be absent a lot so probably this function wouldn't involve an awful lot of work (if any at all).
There are several posters who I feel could be suitable delegates, so it was a tough choice but I've decided to ask mapfi for this position, and he accepted. His diplomatic ideas seem fairly similar to mine and he was the one who found out about Pedrunn's screw up in the map exchange.

Okay on the off chance im not here for a day or two (not very likely) or cant make a turn chat (more likely) ive asked Turambar to be my delegate and he kindly agreed. I think we had pretty similar policies near the end and the election was pretty close, so he makes an excellent replacement.

how many delagates for each Minister present? they'll set the order of command (obviously), but more than one delagate would be make this more meaningful

Normally one is enough IMHO, although serveral are allowed. If I know neither of us can be present at a certain point in time, I'll appoint a (temporary) 2nd delegate, but ordinarilly 1 already has very little work to do (i.e. none). Maybe when the job gets busier later on in the game...

If something unexpected happens and i dont show up in a scheduled chat or I express my absence or in case my last post in Apolyton is dated 48 hours week days old (2 whole days not counting saturday and sunday)... Threads can be started by any citizen and be sure i will evaluate the comments once i get back.

I think judges should be able to appoint delegates so we don't have the problem with Gilgamensch in Term 1 re-appering.
If everyone agrees, then I wish to appoint Devil of Truth as my delegate, pending his acceptance.
I would have chosen H Tower, had he not been leaving us, but I think Devil of Truth will do just as fine a job.

There's nothing in the con that allows judges to appoint delegates and it wasn't meant that way either. In my term as senior justice I won't accept it.
Judges are elected for 3 months for the simple reason to have some consistency in the court (I can't see no other) - delegates can cause the court to swing around all the time. Furthermore - the court doesn't have to act as fast as ministers.
If someone doesn't have the time to act as judge - especially be ready to be present a lot as senior justice (no vacation during that month!) then he shouldn't take the office.

As we are playing a Democracy game, in the future shouldn't the Delegate be elected with the President and the Ministers when we are voting for the various positions.
For example, someone presenting himself to be president shoud indicate who he would name as delegate if he is elected.

However, I have already been deputised by ískallin and his ministry of infrastructure; I’m also on Pedrunn’s list; and now I’m seconding you. There is nothing in the connie regarding delegates and they merely serve a "what if" purpose – but what if I have to serve both the court and the ministry of infrastructure? Mapfi, any thoughts here?

When Locutus asked me to be his delegate I was thinking about if I'm really allowed to. However the con describes delegates pretty clear and it doesn't say that it's a government office. It's not that clear to me so I also accepted hoping to provoke a case if someone didn't agree. It seems like everybody is fine with this.
As I said, the con only allows delegates for executive officers. Judges can not have delegates for good reasons. I don't think that someone running for office has to announce his delegates bindingly in advance. It would be preferrable if he did so though. Anyway, they should be chosen wisely by the ministers. After all - they are the ones responsible for their delegates' actions! So actually, I think Pedrunn shouldn't make such a list - after all, his delegate is going to be playing the game.

My delegates for term 3 of MoDA (and greatful thanks to Locutus for a better form of delegation)
I appoint, in priority:
Turambar
Tamerliin
Martin Gühmann
for my delegates this term.
They shall have all the powers that I as Minister of Domestic Affairs have, including the power to appoint delegates.
This power only applies:
* during turnchats where I myself am absent;
* during periods of announced absense;
* during periods of unannounced absence longer than 36 hours.
If none of these situations occur, my delegates will not have any ministerial powers on the areas of my position.
I do not expect absences to make delegation necessary, but acknowledge that unforseen events can happen. I think this shall, as in Locutus' delegation, hopefully remove questions of proper delegation, especially during turn chats.
