No, that's fine. I do that all the time. Irrigating etc before building a city is absolutely fine.
Once again there is confusion here about what pre-working settlers is (bad title btw)

“pre-worked settlers - You start a settler working on something, (like transforming grassland to forest, anything that takes longer than a turn)
Now before he finishes, clear the command. The turns that he spent working are "saved up" the next command you give him, (if you planned it right) will allow it to be completed in one turn. Hence the term, "pre-worked".”

That was only one player - who hasn't been a regular for quite a long time.
I can't recall the last time the regulars argued over rules - like in about 3 years!!
That's why we were in a bit of shock when that issue blew up!

Well, you and I are the only two that argue.
finbar, Makeo and Hydey just relax and go with the flow... But at least I don't quit.
However, when I bribed a unit of yours some time back you just chucked a total spaz and Quit the game as host!
So, there's no problems unless you and I play in the same game

It just makes sense to "know" the rules ahead of time.
There is nothing worse than having a game breakdown because of a rules issue.

Oh yeah - I got the rules down from this thread, but the cheat list from the other thread, while interesting, would only serve to ultimately lessen my own enjoyment of the game. I could care less what particular rules people play by, I'll know and abide, through sicker or poorer, till death dethrones me, and love it. I didn't understand why some of the Rah Rules were there until I read the thread through, very interesting evolution if I might say so!

A lot of the things in the cheats thread, I would never have thought of, or thought possible. Hell, I still don't know how to make my triremes unsinkable!
A rules thread at least lets us level the playing field a bit. Whether you regard certain actions as 'cheats' or not, at least it's out in the open. Moreover, knowing how to use the allowed cheats is important, if everyone else does!
I don't like many of the allowed cheats either - but that's my decision, and the rules make sure I know what I was up against anyway.

Yes... it is all about a "level" playing field. It's almost impossible to get everybody to agree on whether something is truely a cheat or not... but it is easy to get a concensus, and then publish the agreed upon rules.
I don't think any of us agree on every one of the rules here... but we have agreed that these are the rules we will play by.
