You have control over the military, but not civilian police forces and the CDF (which were rendered independant as part of the switch to FM). As the choppers are officially the property of the Centralis CDF and are being used by the civilian police force, they do not fall under your jurisdiction.

GT: You count a Shard Copter as policing? What use could you have for that much weaponry? A scout chopper, with normal guns could be accepted, but as the police units show, you don't need weapons to improve policing, you need non-lethal weaponry.

Quantum Lasers will not be available outside the military, for 2 reasons. The technology could be easily captured by our enemies if it is not kept under military safeguards, and to prevent unscrupulous persons possibly gaining access to it.

Direct attacks by the Hive military only reach the northern areas; however, there are periodic probing attacks near NA by irregulars from the Hive, all of which have been repulsed quite easily (with, you may note, the use of the Shard wepaons you seem so keen on confiscating...)

Yes, because shard is far to powerful, especially since you have already stated that you wisah to use it for unscrupulous reasons, against the SETSP and against Green supporters. It is military technology, and should not be in the hands of non-military personel. As you should no, it does not matter which weaponry you use to repel "probing attacks". I did not even know our police were allowed to use guns?
