A succession game is a single player game played by several players in succession. When a game is set up the players agree on the number of turns each player will play. The first player starts the game and keeps a history of his exploits, this could either be a brief statement of what happened on each turn or a narative as a historical ruler might make during the years of his reign. When the player finishes his turn he saves the game and e-mails it to the next player. Normally, the history of each ruler's exploits are recorded in the succession game threads. If you haven't already, look through some of these threads, there is some interesting stuff in them.

No, you don't need ToT to play, I'm not sure if any of the succession games have been started for ToT yet, but there are both plain Civ II games and Civ II MGE gmaes in progress right now.
