Alliance in Multiplayer

I've played quite a while, but I don't see why i cannot see his units while allied with a human opponent. My friend is really annoyed and we have difficulty coordinating attacks. Only multiplayer on in single also?

It is always like this. A pact brothers own units dont show.

Strangely enough another factions units - if inside city radius - can be seen in city screen but not pact brothers own.

It is the same in MP an SP.
