Chat bubble icon in players list

There is a chat bubble icon you can toggle next to each player in the list (top-right of screen).

What is it's purpose?

I'm playing a PBEM game with a buddy, and am hoping this allows us to send messages.

The chat bubble allows you to turn 'comm channels' on and off for each civ. When you type a message, only the civs turned on will see it. It is good for on-line games.

I don't think the text chat works in PBEM.

ahh.. ok, thx.

So I take it there is no way to send messages within a PBEM game?

I mean, I can always type the messages into the email itself, but that's not as fun.
