Before I spend too much time barking up the wrong tree, is this correct?

To build a manufacturing plant must you have the preq techs for both mfg plant and factory, even when a factory is already present (placed at the start of the game)? I've read Michael Daumen's "The Power Plant Mess", but couldn't find the answer (although, MD, you kept me from posting about 5 other questions

).

I thought you needed only the factory improvement in a city before you built a MP. Shouldn't matter whether you have the tech for factories.

Well, got around to testing it again. This time even in plain vanilla ToT or FW. You should be right MD, it shouldn't matter.

Took a civ at 4000BC, built a city, then cheated with the techs and improvements shown in the table and tested whether the Mfg Plant can be built. Lines 1 and 2 reflect what everyone knows. However, from Line 3 it looks like the discovery of IND does matter for Mfg Plant. IND does not affect the other plants in the same way. Drove me nuts when I first encountered it.
