Evil plans of expansion (real poll)
Two plans, as well as upgrading has been formulated by the brand spanking new Supreme Military Commander.
Plan A)
The feeble Celts have allowed the barbarians to overrun Cartenna. Past DG leaders have proposed milking the city for Non units.
I say, why not go for the whole hog? Let's have an expedition to bribe cartenna as is, and use the Barbarian riflemen to fortify the city.
Saragossa's production should be changed to spy.
Plan B)
The mongol defeat at Kazan was an awesome play by President ixnay, but the job is not yet done. The Mongols still control a (likely) small city on that continent which we can raze with our Calvary. It may even be affordable for bribery.
I propose sending two Calvary and a spy to this unknown city.
Plan C)
Naval upgrades. 2 more cruisers for upgrades, as well as a submarine near the Mongols to guard the sea between the two nations.

Yep. Just post if you don't like what I'm doing, or what you think of the plans.
First I posted a good poll without making multiple options. The second time, I posted after cancelling the checked poll option.
Polls and I just don't get along, it seems. I get used to posting without previewing, which doesn't hurt me since I re-read everything before I post.
Polls though are more tricky, and ALWAYS seem to require proper previewing before posting.

The cities near the Mongol (&Celtic) lands are pretty far from the rest of our empire. I propose a largely defensive approach there - let the Mongols beat themselves up against walled-fortified defenders. Building Fighters in those cities would be a good idea - Fighters make it easier to spot and kill oncoming transports, or spies.
I'm all in favour of the naval upgrades. Rule the seas, and we won't have the problem of a transport full of 8 units suddenly landing on our shores. Plus, cruisers will be needed to escort our trade convoys.
In short, curtail the expansion, play defence for a while, rule the seas, and trade like crazy.

Any ideas on how many troops we need? How many cruisers, submarines? I've selected 2 cruisers, should that be enough for now, or should we build more?

On a world with this much water, its easy to get a little carried away when it comes to the navy. I know a lot of people don't like subs because of their slow speed and low defense, but they are cheap and have excellent attack. If we were at war with Carthage, I might suggest a sub or 2 because they have all those ironclads poking around all our port cities. Right now, Cruisers would be my choice since we have lost 3 destroyers already and cruisers have the same movement as our transports. Right now we have 2 cruisers and 3 remaining destroyers.
Anyway, if we add any more transports I wouldn't mind seeing extra escort ship, otherwise, 2 cruisers should be enough

Locations of new military units being important, if the Minister of War has some particular locations where he needs additional cruisers or subs. I will try hard to get them into the production schedule as close to where needed as possible.

I'd like a sub from one of the cities on the Mongol continent, just because we will be patrolling this border.
As for the rest, it can fall to any port city, or one of the ones close to the Carthaginians.
Good luck fitting everything all together, and trying to predict what each city will need! It's quite a challenge.

Can I get away with saying we don't *have* any cities "on the Mongol continent"? No? Drat! Um, what about Cremona, then? I was going to put up City Walls (uncomfortably close to the Celts), but maybe that can wait. It isn't building anything at the moment, and it has a few excess shields for maintenance. I *think* it will stay happy if the sub leaves port (and there is a Fisherman there with Elvis genes if not). All the other good candidate cities are far away from the Mongols or are involved on the "Kazan Front".

What "the rest"? My IT folks want specifications. What are we trying to fit in, Cruisers? Battleships? Fighters?

2 cruisers. I'll let you decide which port cities they come from as we can move them to where they are needed.
As for the submarine,
What I meant was the continent with Kazan, etc. Perhaps Quinsay could build the sub after it is finished the marketplace?
Or Kazan, perhaps?
I thought you wanted to make these kind of decisions, Cavebear? I left them vague to give you some wiggle-room.

Our motto is "Decisions R Us".
But unless the Minister of War suggests otherwise, I think I should leave plans in the Kazan Front area to him. I will recommend to the President any specific recommendations for the Kazan area cities you request. That's your battlefront. And the military aspect trumps all other concerns there right now.
Right now, I have:
Kazan - City Walls
Naples - Cavalry. Alpine or Rifle next
Kerman - Rifle
Quinsay - Temple
Do you want any changes there?
For 2 additional Cruisers, I suggest that Cordoba be changed from Destroyer to Cruiser, and that Leon build a Cruiser after cfinishing the Offshore Platform scheduled for completion in 2 turns.
Will that do?

I would suggest two or three subs on constant patrol between ourselves and the mongols..... we could cover a wide area and numbers overcome the lack of speed associated with the submarines in general. Just my two dracmas worth.

If we want units on patrol, why not Fighters?
- less unhappiness issues than subs
- automatically out of harms way during the AI's turn, unlike subs.
- can attack intruding diplomats/spies on land.
- have a decent shot at taking out an AI transport.
Obviously, Fighters can't venture quite as far away as a sub can, and they can't go after AI warships without a high degree of risk to themselves. Still, a mix of subs/fighters could work well.

Fighters are nicely out of range of land and sea units when they want to be. I like Fighters.

What we could do is to set the next round of builds as fighters to improve the garrison. Riflemen behind city walls are most important right now.
Fighters over subs? Sounds like a plan.
