If I am human and feel that I want to use Planet Busters and lots of nerve gas, I will vote to lift the atrocity prohibitions in the council. But, when I am alien, this doesn't work, as I have no council. First of all, this seems to me quite strange that after I, being H'Minee, PBed Sven's base, everyone declared Vendetta upon me, as as that's an atrocity - why should the UN care about aliens?
Next, I used another PB to nuke Marr's base. And again, those bastards all wanted to punish such an atrocity. I can't now see why - why can't I nuke alien bases, especially if I'm an alien myself.
Is that possible if the charte has been cancelled (I think yes), and, being Marr or H'Minee, how do I know whether the charter has been removed?
