Outposts and Radar Towers?
In the manual it says that outposts have the following ranges:

Flat land: 2 Tiles
Hills: 3 Tiles
Mountains: 4 Tiles

I dont know about you but my outposts only give me 1 square on flat land (not much use when borders meet), 2 on hills and 3 on mountains. Is there an error in the civilopedia where it should say 1, 2 and 3, or do they count the square its built on as 1, thus giving 2, 3 and 4 tiles range.

If so does that mean that the Radar tower has an effective range of 1 tile around the square it is built on?

The tile it is built on counts (and for radar towers also).
