Can an AI's last city be taken by culture?
Or do I need to start a war?

The last city will contain the Palace by default, and as such cannot be taken by any means other than force of arms.

Just finish their suffering. It's a great pain, being a former empire, remaining a small city in a colony so far away.

I thinks so, although I've seen here some stories about cities with FP flipping to the (higher cultural) enemy.

A FP city can flip, although a palace city can't.

It definately does NOT apply to the Forbidden Palace.

Apparently it's not that forbidden...

Capital Cities can NEVER flip. And the 'NEW' Capital convieniently moves to the next largest city when the current Capital is taken. When it comes down to the last city, this will be their Capital and will NOT flip.

What's really bad is when the last city is on a 1 square island. You need a transport full of Marines (or Berzerkers) to take it.
