Important issue: Our assistance is requested in inter-regional conflict!
Esteemed collegues, ladies and gentlemen, the Federation of the Dragon Alliance has requested our assistance in resolving a conflict involving the three regions of USSR, North Alerica, and United Dragon Realms.
As the acting Delegate of Apolyton, Guardinia has requested more information about the situation and the cause of conflict.
For the time being, what we know is that the USSR is apparatly threatening to invade North Alerica because they're angry about not getting access to a telegram which was sent to somebody else and which was "of no concern to them". Further details to follow.
We have received the following telegram from the Federation of the Dragon Alliance:

I , in representing the interests of the United Dragon Realms region and in accordance with our aliance with the North Alerica region, would like to ask, no, BEG for your help and interference in the affairs of the regions USSR, North Alerica, and United Dragon Realms. USSR is on the verge of attacking North Alerica and we, the UDR, will be forced to honor our Alliance and retaliate. the delegate for NA has announced that if the international community does not help, the sheer difference in number of Nations (about 70 in USSR and maybe 23 in North Alerica) will force him to retaliate with nuclear weapons. I'm not sure if any nation in the UDR has ANY NBC (Nuclear Biological Chemical) weapons at all. please, we do not stand a chance. if you were to simply intimidate them with your region's immense numbers, it would be appreciated.
we would appreciate your region's help in liberating North Alerica. I say in liberating, because it is near impossible for North Alerica to resist such an invasion as the USSR's. the USSR has invaded North Alerica once long ago. before Christmas I think. they might do it again over a misunderstanding that went to far and has provoked tensions among us. I have attempted to be the consumate peace-keeper, but I fear that this is beyond diplomatic resolution. please assist in any way possible.

The Republic of Guardinia has officially offered to act as a mediator and/or peacekeeper in this matter, but no further promises of any kind have been made as of yet.
Any thoughts on this?

It would be interesting if we could get access to that telegram. Then we would be able to see if USSR is right in their threats or not.
Our main goal must always be to maintain peace, but we need to know more about the reasons that led both regions to the verge of a conflict.
That is Tupan's position.

The Kingdom of Wine, like our friends in Tupan, would like to know more about the issue, as we want to be sure that we are sending our men to risk their lives for a worthy cause.
Further more we would like also to hear USSR version of the fact.
Once enough documentation will be provided, and a common position be taken, the full might of the Wine's Military (11th in the region) will be ready to act properly.

Markustan would like to press for a diplomatic solution.
But alas, this is not our conflict, and we should not act without more and clearer informations regarding the actual situation between USSR/NA/UDR.

I think it is high time that our region starts to play it's due role in global politics.

My people demand that a Regional Army would be formed under a unified command.
My Statistics show that our combined powers mustered are strong enough to deploy as much as 50 Million troops, 250 thousand Fighters and bombers, A million and a half Tanks, and two million various armored vehicles.
We have at our disposal a grand total of 74 Aircraft Carriers, 1025 Cruisers, And around 5000 corvettes and destroyers.

Not to mention the Wine Bomb my friend.
That is our secret weapon, it looks just like a bomb, but instead of exploding when it touch the ground, it explodes 100 meters on the air, nebulizing the Wine the bomb contains in the air.
Thus all people breathing the air would be drunk, and they could be easily imprisoned after that.

Guardinia apologizes for leaving the issue hanging in the breeze for some time. We have, however, been unable to obtain any reliable information on the background for this conflict. Basically, both sides have been throwing threats and accusations at each other, but neither side has provided any evidence of the other side's alleged crimes. Add to this the fact that both sides have threatened to use weapons of mass destruction, and the net result is that we don't see any good guys here.
Consequently, it is our recommendation that we do not intervene in support of either side unless the situation changes dramatically.
We could still go in as peacekeepers though...

Tupan supports this position and our people is decisively against any kind of intervention, but I think that we should discuss the possibility of acting as peacekeepers.

Any country that threaten to use weapons of mass dectruction is not welcomed in The Kingdom of Wine.
Officially the Wine Senate, with the blessing from King Giovanni, decides to declare neutrality in the issue, and will not intervene in the conflict.
We will however be able to provide a pace force should there be a need of one.
