Buraucratic System with Worker
Look at this picture a persian worker, (dark green), working on my tiles!!!! And he is far away from his nearest city...
Maybe Buraucratic born in the beginning of civilization?? Who Know?

Ah, the joys of automated workers. I have seen workers stay on to work tiles in areas that were part of a city that civ formerly owned.

Hmm, will a road on that tile allow persia to trade with the (insert civ here) guys in orange?

Not at all... The only thing he miss to trade with the orange and all others civ,(cause we're all on the same continent) is just one tile of Road just next his bottom city.
Look at the minimap, the worker is "dark green", the only think he got to do, to trade with people is to make a road with Pink civ(arabia).
But he dont want to do this road... he is EgoCentrism, and dont want to make any luxury exchange... this ****er I've so many luxury and resource tobe sold.

Is it me or is that worker not Persian? The Persians are light green and two of their workers are visible just south of Samarra, the indicated worker belongs to the dark green civ (Celts/Japanese?).
Is the worker trying to make a road link between their city just off the top right of the screenshot and their civ off to the west?

Forgive me everyone, I was wrong...
Dark Green is Aztec, and Light is Persian
And yeah there a Aztec city at the top right of the screenshot,(I've never see this city cause the turn after it was culturally conquer by Persian or millitary conquer).
But it's strange, this little worker go so far just to make a road... maybe he got nothing to do near his city and he just want to help me... :-)

But I've just finish a long war vs babylonian(orange color)... This war gave me many new city... but now I've got to modernize my empire and devellop all this new potential!!!

If that worker is indeed Aztec, then I'd attack it.
First of all the Aztec cities are far away from you. They posses little actual threat. I would "negotiate" peace treaty and cancel it, then grab the worker. This would create a war with them. Then I'd get Pink (Arabia) to ally with me against Aztec.
This would force them to war with each other, while you sit back and watch. Then just concentrate on defending your border against navy attack (if any), if you're lucky they will waste turns fighting each other while you modernize your empire and develop ur cities' potentials.
