I'm curious - We are using goto to move some of our units?
I notice that (2,94) is the location of the circled engineer cleaning up pollution and on the other side of the international date line. The other engineer is virtually guaranteed to have cleaned that up by the time the engineer on goto gets there
Is this is intentional?

I never *ever* use "goto" commands to move anything. It fails often and I just don't trust it. I move units the old-fashioned safe way, the numberpad!

Does it work well for you in Civ 2?

It generally does. I generally don't use it for long moves, though, but for shorter city-to-city hops.

I'm betting that it either tries to go in the complete opposite direction, or tries to go through the forest

I have a question to ask...why do we build railroads on every square? For defending against barbs/civs?
