Taxation and colonization bug?

I have had two strange things happen. I suspect they are bugs.

First, as the Ithkul, around turn 120 or so, I click the turn button and suddenly two planets in two of my systems have colonies on them. I NEVER would have colonized them, since they were Red 1 and Red 2 planets. And yes, I have AI colonization OFF.

Next, in the same game, 10-20 turns later, I click the turn button and one of my planets suddenly has an AU deficit in the 100 millions! No JOKE! Of course, they are disbanding all of the nice planetary DEAs and other good stuff cause they can't support them. To top it all off, my empire's treasury is showing a POSITIVE balance of 100 million AU, like they borrowed 100mil from this poor planet.

Very annoying.

Anyone else have this happen to them?

I have seen the planet being colonized, the AI like to grab those rich ones, even if you do not have enough food.

The AI will migrate to uncolonized planets. It is not really picky on where they migrate too. I've had them start colonies on planets that were Red 2. DEEP red. Like the x was on the upper right corner and my sweet spot was in the lower right. Meklars settling on gas giants...
