Choose 3 from the following options
The choices:
Economy - Increase energy from bases and pacts.
Efficiency - Less loss of energy due to inefficiency
Growth - Faster pop growth
Industry - Lower mineral costs
Morale - Higher morale for units, combat bonus
Planet - Increased chance of capturing mindworms
Police - More military units allowed as police units.
Probe - Higher probe team morale, higher cost for enemy probe teams
Research - Increased research
Support - More units supported for free per base.

Voted :
Efficiency, Research and Planet in order of preferences.
The Efficiency , in addition to limiting waste and B-Drones, also allows us more flexibility in energy allocation in the SE settings( Like 30 Eco - 70 research with +4 effiency attainable with Dem+Green+Knowledge).
Research is self explanatory I think, gives good bonuses to get tech faster and unlike economy bonuses, the one provided by research remains constant even though tech gets more expansive as we discover them.
Green is an all around bonus which is good to have. Making eco-damage more manageable and allowing greater minerals to be harvested before eco-damage becomes unbereable.
Green allows 'taming' of mind worms, pretty neat ... especially when it allows the recruitment of more psy-troops right from the ennemy territory.
And Green make those psy units more usefull by giving them an attack bonus to boot !
Would have voted Economy in fourth but could only vote three choices. The reason eco comes in third positions :
The extra energy provided from squares is good but , while very usefull in the early stage of the game, its effects wear out with time as tech becomes much and much expansive to research.
The bonus to pact is more usefull in the later stage of the game as 'Economy-Pact' technologies are discovered and cities big enough to make this bonus worthwhile ..... but this depends on the reaction of other factions making this bonus unreliable though extremely very good to possess if enough pacts are made.
Just my 2 cents but I felt the need to explain my choices
