Several Commissioners have said it is very hard to follow all terraforming orders exactly to the last turn. I presume I won't be able to do any better. Therefore I would like to ask the governors to make a list of the final terraformations you want on currently not-yet-fully-terraformed tiles. Please see the example below. When I have this in my hands, I perhaps won't be able to do all terraformations and the exact former movements the governors ask, but at least I won't perform wrong terraformations.

It sounds like a reasonable amount to me... In the likely event that 1000ec reserve wins, however, I won't be authorizing more than ~600ecs of rushes for the first turn (since we're just above 1000, and get a bit over 600 per turn) ... anything over that gets bumped to future turns.

Though not as conservative as I’d like it to be, at least our fiscal policy is moving slightly more towards greater consideration of spending.

I figured that spending down to 400 at the end of the turn would be ok with a 1000ec threshold if the projected income would bring us back up to over 1000ec next turn... no real difference in the stockpile (we can't actually spend any of it between turns except in diplomatic negotiations, where we generally are very frugal), and a full turn difference in the building schedule.
(note: the above should read "I'll let them do it if the end result is the same when the next turn comes up, since I don't want them to kill me" )

Approximately 130 energy credits per crawler and around 5 crawlers may make it to the top of the queue, so over the entire turnchat period we’re looking at somewhere around 650 energy credits (that’s a rather liberal estimate).
