This with a few other empire macro tools was scrapped. This is one place that the game fails IMHO. The stuff that I would consider emperor stuff was scrapped and the micro stuff was kept in but without the focus.

At the offical site someone said it was not in the cut list. It get upgrade behind the scence.

It's never upgraded for me. Still takes me twenty turns to navigate out of my sector into someone else's for a little a** kickin'.

I think he means Starlanes (the Connection between two stars) and not Spaceports
But there are two files within the Spreadsheets.mob which may cover this problem.
One of them "Starlanes.txt" describes the costs for upgrading or downgrading the Starlanes.
The other, "StarlanesAI.txt", describes how much emphasis the AI has on upgrading or dronwgrading the Starlanes, dependend on the Relationships between you and the other empire (if one exists) and the Military Policy (Peace through strengt, limited war and so on).
If those Textfiles are really implemented (and not just remnants of earlier Versions of the game) it seems to be the AI which is responsible for the management of the starlanes.

So, does this mean there is no "Stargate" like in MOO2 that allows you to move between any two gated systems in 3 turns regardless of distance? If so, that really bites.

I thought stargates were one turn, but no, there's no magic bullet like that. Probably to keep you junking your fleet in order to stay current with propulsion tech.
