Official: (repoll) Should we cancel the sea base planned near the mouth of Hercules?

The original poll (here) on this particular base was a tie, and a tie with a misvote to boot.

Anyway, I'm repolling site 3, which can be seen in the pic in the original poll (just scroll way to the right).

Options are simple:
Don't cancel the base
Cancel the base
Xenobanana

I was going to break the tie in favor of building the base, but since there was a misvote I thought it would be more democratic to repoll it.

'Course, I could just ditch the democracy thing and change the title to "Dictator of Internal Affairs"
