Piracy Woes-help please
I have a whole system with serious unrest problems (several of the planets revolted and left my empire), Everywhere else everything is hunky dory. I took a typical government solution of throwing money at the problem constantly uping the unrest slider before I checked the cause. When I did check the cause I saw that these people's biggest complaints were piracy. How do I combat this. I remember seeing stuff about this on pre-release forums about keeping ships in the reserves but I took that out. Will any one/all of these things help:
1. Keeping ships in my reserve.
2. Building system ships and orbitals in that system.
3. Parking my fleet of starships on that system.
Also, if there is something else, let me know about that too please.

Also, I know about government and recreation DEAs reducing unrest. Each of these worlds has a government DEA. Some of them also have up to 3 recreation DEAs! Some of them haven't finished off there recreation DEAs because of revolting, but that I can't seem to fix now.

The third one will do the Job.
You should have at least the same number of Ships in your System as you have Colonies in the System.
It doesn´t matter if those ships are Starships or System Defence Ships, so if you park a Fleet of Starships in the System til your Planets have built enough System Defence Ships, it will be fine.

Thanks from me too ; I have a squadron on the way and some system ships in production queues (and built enough recreation centres to go from unrest 3 to 2). Good to know it will work.

Deploy some ground troops on those planets.

Not my advice, but it will take too much time to find author.
At the beginning you may want to build cheapest design - 1 PD laser, no armor, system speed 1, maybe w/o star drive - it counts vs pirates as good as any Last-Tech Dreadnought.
Btw planetary shields also reduce piracy (somewhere in game documentation), but how good - it's unknown.
