Could someone tell me how to run Civ3 in debug mode, or is this just a PTW thing?

It's just a PTW thing.
(For those with PTW, the "debug" option is a checkbox found in the scenario properties page in the scenario editor).

In debug mode, is there a way to "jump" ahead in time, or do we have to hold enter for a looooooooong time before getting there?
