Discussion: The Cyborg Factory, yea or nay, and where?
Our reserach is moving along smoothly (and quickly). We can now build The Cyborg Factory. This secret project would cost 400 mins (8 turns of DEM's industrial output, for reference) and would count as a Bioenhancement Center facility (100 mins each, normally) at each base. BC's, as you probably know, grant 2 morale upgrades to every military unit (except native life, which gets +1 lifecycle) produced in the BC's base... so the Cyborg Factory would apply these upgrades to every single new military unit we build.
The actual construction of this secret project should pose little actual challenge to our advanced industry, the main reason I'm calling this discussion is to address the moral issues inherent to "bio-enhancing" our soldiers and such. In addition, if we decide to build the Cyborg Factory, we need to decide where.

There is no doubt that we should construct it, preferably in either DEM or NA. I don't see any moral reason to reject it - after all, what harm is it going to cause, especially when you consider that it's voluntary?

I don't have a moral problem with it (well, irl I would, but I'm not going to be a jerk about this), but I wanted to open the forum for those that might.
If the consensus is strongly enough in favor of constructing it, I'll not bother polling it and just let the Gov(s) who want it poll their proposition.
DEM would seem a good choice. UNPD wouldn't be bad either... just about anywhere with a half-way decent industrial capacity will do, because we can make tons and tons of crawlers...
And when we get mag tubes and build our network, we can just build a crawler in every base with 30+ min production and insta-build SPs at will

I'm all for it. Not only because of its usefulness, but I applaud any attempt to improve AI and Cyborg technology. As Cedayon says, it can be built anywhere

No problem with it. Will happily let it be built anywhere but wish to stake claim for Pholus Mutagen for Akiria and Aurora in particular.

You know I agree. If there are no objections, I'll "reserve" the Pholus Mutagen for Akiria (to be built where the Akirian gov sees fit, be it Aurora or not).

K, clearly people want this thing built. The question now is: where? Governors, feel free to nominate a base in your own regions. Anyone may nominate a base, of course, but the appropriate Gov needs to approve it. When the requests are in (or it's Tuesday night, whichever comes first), I'll post a poll to decide which base (if that's ok constitutionally and all, I just figure it'd be better than multiple gov's posting polls if there are multiple requests).
Btw, I pm'd a similar notice to TKG, so he may be nominating one of his own bases (I'll post it here).

Quite sensible, as it has an industrial output of (last I checked) 56 minerals a turn. With crawler help it should be done in the middle of the turnchat... although, frankly, we could achieve that in most places with a little coordination... but it makes sense to use the highest mineral-output base.
