After a recent lawsuit which threw a spotlight on Karakas' controversial Constitution, the once-remote prospect of the country dissolving is more likely. The governor of the northern canton of Dakmor is calling for the nation to be re-structured, and threatening to declare independence if the northerners do not receive better representation in Congress.
The cantons in the south - Pendelhaven, Onea, and Korlis - have more seats in Congress, despite having a smaller population than the northern cantons. (The largest of these last, Dakmor and Amjad, are home to almost 40% of the national population.) The Constitution was written by Jacques le Vert, former baron of Pendelhaven, to direct power away from the northerners, the rivals of his homeland. There have been several influential northern Presidents including Moshe Katan and Xira Arien; however, southerners have always held a majority in the Congress by virtue of the Constitutional provisions.
