How Snappy presented it would seem to indicate it contains something wacky, like "Every day strip naked, cover yourself with chocolate and dance around Rummy chanting "Booga Rummy, booga Rummy, humtilidili tadaa" while waving assault rifles", but seems pretty sensible advice for a political staff member to me.

Not really, I just think that the stuff about "don't say anything or they'll think it's what we really think" when added to Rumsfeld's recent public "gaffes" would lead one to think that they aren't genuine gaffes and that the administration's position is far more extreme than most suggest.
