Well, static, then why don't you add the stie- I would assume that non-webmassters could add the site if they wanted to
It would be a good idea, it would save Mark time, and get more members for the site

And I can't see any reason why anyone could possibly want to get listed on vBulletin. If you're not smart enough to type in "civilization" (or smac or moo or ron...), in your favourite search engine, you have no business visiting Apolyton... It will only attract spambots/forum junkies.
