MAD in PtW?

My question is directed toward those who play PtW online. Have you ever found yourself in a MAD situation, where you have a nuclear arsenal, and other civilizations have a nuclear arsenal, and no one is willing to risk starting a war?

But anyway, yes I have. But it's usualy between 2 or 3 players because there is not enough uranium on the map. (I usualy play MP on Small or standard maps). I always wait to have the same amount of nukes as the number of cities the person I want to nuke has. I think you can see why.
