Official: [b]More[/b] Secret Projects

Sorry, I neglected 2 SP's in my earlier SP poll... TKG was so kind as to remind me of the Universal Translator and the Dream Twister.

The Universal Translator will give us 2 free techs upon completion, and will allow an unlimited number of alien artifacts to be cashed in the base it is built in (not that we're hurting for unlinked net nodes).

The Dream Twister will give us +50% to all psi attack rolls in combat... useful for worm frying, which could become important if newly completed robot assembly factories start causing lots of fungal blooms.

Rather than poll for which base, I'll just ask if you want them built, or not. I'm sure with 6 upcoming projects (all, to my knowledge, not base-focused in benefit) the governors can divvy them up amongst themselves without to much problem.

I would like to make a proposal: do away with this need-to-poll-every-SP thing... I thought it was a good idea earlier, and I still think it's a good idea if someone objects to the SP or it's a base-focused SP... but having to poll all of them is just insane, we get like 3 new ones to build every chat
