What's the maximum number of units per civ?

I don't think there is one.There is a limit to the total amount.Its around 2000 IIRC

I'm not sure of this. The game limit on cities is 255, but units are based on shield support, so...it would take a mathmatical model based on maximum city shield outputx255 to get an answer, but there are varibles, such as terrain type is not a constant for each city, but I believe that the answer is known to some scenario designers. I can remember playing a scenario(Red Front, I think), where I got a message that I had reached maximum units allowed. That maybe a scenario limitation, an not applicable to the standard game.

Yeah, actually those numbers sound correct.
I've had a window come up a few times during the early turns of RedFront where it says "there are too many units on the map, try disbanding some..."
In this part of the scenario, there are events giving the Germans lots of free units and the numbers that Julius Brenzaida mentioned sems to reflect the ammounts involved in the scenario.

well, AFAIK, RedFront is an FW scenario... so what about the figures for FW?
