It allows the "CIAC Branch Office" base facility (ISJ also leads to Centauri Evilness, which allows the "CIAC Planetary Headquarters" secret project), which eliminates all drones and produces a 30-1-4 (clean reactor, can swim)  every few turns... it also places the base under the secret control of Kass and TKG, but that's just a detail
