this would mean that to maintain low corruption the player either has to wait a long time in low production rate cities to build improvements and raise the cultural influence, or plan a strategy where the outermost city is always built up with high culture, to act as a bridge.
plus, what was said about the idea of instead of a large number of troops disappearing at a cultural reversion, either units being damaged or population being cut per turn of unrest.
