In a word, yes. It is possible but its difficult to understand. First you need to enable the Hotseat button on the main menu and play it through Hotseat mode (because the PBEM mode is broken).

Thats a link to how to enable the Hotseat and PBEM (play by email) buttons on the main screen, but PBEM doesnt work and Hotseat doesnt have any human to human diplomacy.

If youve got CTP1 i would advise you to play by email there instead

But the PBEM button works, although surely that has many errors.
