Historically, Israel should be controlled by neutrals and attacked by barbarians. However, this really is meaningless as no one will care, it will just be eye candy.
For gameplay issues, the USA (from an historic standpoint) is likely the best.
If you do decide to reverse the Middle Eastern allegiences, Israel could probably do well as a WARPAC nation.
You can create barbarians via events if you text edit the file.
Why are Liberia, Madagascar, Java, and New Guinea controlled by America?

awesome, literally, I am full of awe. My only suggestion would be to add a north-south railway from Krasnovodsk, but regardless, that looks great. So will China be under Mao or Chiang, and with which bloc is Israel allied?

What do you think of a seperated People's Republic of China? (Part of WARPAC, probably would have existed as a USSR satellite had the US not failed to dissuade Chiang from launching 'one final blow' against the Communists, weakening his forces drastically and sealing his fate.)

Hey Curt,
I know you're probably almost done with the units, but I was wondering if this one might come in handy. Be warned though, I've been having trouble with getting the colors to work in Civ2.
It's the Arado ar E. 555-10 long range/high speed flying wing bomber. It's the 10th design that was created before the project was cancelled in 1944. Feel free to mess with the camo.

How about making China in the middle of the Chinese civil war? You could simply place lots of barbarians in China for the Chinese player to have to overcome in order to unify the country,
