@Dr Kellog,
@our_man,
Thanks! I will look into the civ-city option and see what I can do!
@rmsharpe,
Worry not! I will give the roads a healthy movement rating... But a unit moving from Peking to Paris in one turn is a bit much!
@EmuGod,
@Pericles,
Yes, it is set in an alternate post-WW2 period...A bit like 'Coldwar - Super family size'!
And I picked Rommel because he is the most indentifiable leader in the German side of WW2...
In this scenario, the Allies are willing to let the ex-wehrmacht leaders help defend Europe.
Other leaders like Von Runstdent are represented by the expensive 'NATO General' unit...
The enemy can gain large ransoms for these units being eliminated.

You think it's a bit much? Of course, you're talking about one turn being a month, which I don't really see as too much.
Just my two quid.

Wait...if Germany surrendered, shouldn't Germany proper be a NATO power, thus Kaliningrad ought to be a NATO city.

Peking to Paris in a month, not positive but pretty sure you could even do that in a car.

Obviously gameplay is more important than realism.

Curt, I just thought - as long as you are getting rid of the RR tech slot, you should get rid of the Radio (Rad) one too, because that allows you to build airbases that basically act the same as irrigated railroads.

Hmm... but airbases are crucial in a scenario like this.
Air superiority could prove the factor that carries the day.
Perhaps allowing Airbases but limiting engineers to the few the player starts with.
Or making them prohibitely expensive.

Pericles has the right of it!
Engineers will be uber-expensive, and awarded in events.
Also airbases are essential in Sov-Steel.
But don't worry to much about commercial engineering, as you will have to many rampaging divisions of enemy hardware to deal with!
Additionally, the roads will have large multiplier, but not too much.
Iron Chancellor is correct.
When you think about it, think about customs, borders, mechanical breakdowns and logistics.
That is what would hamper a globe-trot from Paris-Peking...
Sadly the CIV2 engine is a tad limited in areas, but the urban areas around major cities have no movement cost!

UPDATE!
Things are going well...
I am making changes to the events!
What I have noticed is this...Since the tech tree has been changed, it has left tons more space for events!
If anyone here wants to submit a city capture event text paragraph
(I recall that Pericles made some good ones for D2MGE!)
I would be happy to use them!
Now is your chance to have a part in the scenario!

CITY OF HITLER FALLS AFTER MONTH-LONG SIEGE!
^It is unclear just when Soviet troops seized Berlin, as their first targets were the radio broadcasting stations.
^After an interval of perhaps five hours, the radios came back online.
^"LONG LIVE STALIN AND THE PROLETARIAN REVOLUTION!"
^Apparently, after the radio stations the second center of Soviet aggresion was the prison where Hitler-era war criminals were being held.
^Seventeen former officers of the SS, including Heinrich Himmler himself, were hanged at dawn.
^The Soviet officer in command, Marshall Zhukov, has refused to allow the Red Cross entry, and this report has been smuggled out only with the aid of refugees.

PARIS, THE CITY OF LIGHTS, NOW A SOVIET POSSESSION
CHARLES DE GAULLE A PRISONER OF THE USSR!
^Soviet paratroops, in a surprise night-time attack, have conquered Paris.
^After seizing the government offices, numerous members of the French Communist and Socialist parties have declared a Socialist Republic of France, alligned with the Soviet Union.
^The military received orders to stand down, and for the most part did, a number still resisting around the outskirts.
^Outside of Paris, the fighting continues, especially in the rural south.
^Army officers and naval commanders vow that the fight will continue, but a lack of leadership has led to inaction.

ROME FALLS! FORMER BLACK-SHIRTS EXECUTED! SLAUGHTER OF THE OFFICER CORPS! PASTA EXPORTS DISCONTINUED!
^Soviet infantry divisions seized Rome this morning, burning down the World War I memorial building.
^The Colosseum too has been bombarded to dust, and the Forum has been laid waste too.
^What few Italian soldiers have not been massacred have regrouped within the Vatican, whilst at the Prime Minister's orders the Pope and his councils have been evacuated to the United States.
^Reports of atrocities committed by Serb troops against Italian civilians remain unsubstantiated, and an Italian official speaking on terms of anonymity has cried: "Alas, all is lost with Rome!"

THE UNBELIEVABLE OCCURS: LONDON HAS FALLEN!

@Iron Chancellor,
Major thanks for your excellent events, a huge help in getting that part of the scenario done!
Now the final stage, unit placement.
After that I will post a beta-zip!
My apologies for keeping you fellows waiting, but I have had a hectic week!
I promise to make this beast worth your patience!

Cool events
What about some NATO ones as well?
And although i might be wrong, shouldn't be "MONTHS-LONG" instead of "MONTH-LONG"?

UPDATE!
Sov-Steel is more or less ready for playtest now!
What I am going to do is post a beta zip and let you all have a whirl.
Then I would be honoured if you could point out any changes or errors that you notice.
You will need Winzip an a copy of CIV2MGE.
I am looking for feedback on:
Unit performance and usefulness,
The espionage,
How the combat feels (too hard or easy),
Are cities named right or who they belong to,
And anything else you wish to address!
All the ususal suspects are welcome!
Please give it a shot and see what you think...
Posting the zip within 1/2 hour!
