Frankly, I think Deity with a whole bunch of enemy civs and raging barbarians is absolutely insane. It's not a challange, it's a nightmare.

Do the numbers above (in the quoted bit) apply to both AI and humans? (I suppose not)

No. With the exception of the govt. transition time (which applies to the AI only), the AI plays on Regent, and uses those numbers.
