Looks fine, save for the region boundaries. I think you should make it that all bases that share squares should be in the same region, to prevent clashes over orders. Hence I would ask that Xanadu be given to Akiria, and in replacement, Aurillion would be given new Tassagrad. I think those bases are more in with the thos of that region too (Xanadu being on a little inhabited, rocky coast, whereas New Tassagrad being a very industrial base).

New Tassagrad...industrial?
i don't like it. and i don't think the akirian people would enjoy having a base with 5+ boreholes around it. I'm assuming they'd be destroyed the second Xan was turned over to you greens, and i'd rather not see the work of an entire term (the land raising and all that) be wasted.

In that case, I suggest that both Governors should have to agree to make terraforming enhancements to those squares that affect them both equally. Else you are forcing things onto them, that affect them, which they may not want. In other words, see my new poll Terraforming Disagreements

I think the previous southern Jedinican border included a few more of those forests outside the base radii.
