Treaty of Fonseca Signed in Greater Chimerica
Today, foreign ministers from Alecrast, Bulbagarden, Centralis, Greater Chimerica and Dakmoristan signed a defence pact in Fonseca, an important port city in Greater Chimerica. The charter of this agreement is displayed below:
Charter for Members of the Treaty of Fonseca
Recalling the dangers posed by the spread of international terrorism, which has three times devastated founding nations of this treaty, and recognizing the threat of continuing weapons proliferation, which has spread weapons of vast power into the hands of crime syndicates, terrorist groups and Third World dictators, the following nations do hereby agree to abide by the articles of the treaty shown below:
Full Members:
The Commonwealth of Alecrast
The Republic of Centralis
The Incorporated States of Greater Chimerica
The Empire of Dakmoristan
The Federation of Capitalstan
The Republic of Karakas
Associate Members:
The Federation of Bulbagarden
Article I:
All nations party to this Treaty shall be represented on the Treaty High Council, which shall be based in Geelong, Centralis. All Council members shall receive one vote, regardless of the size of their population, territory, military or economy. The Council shall vote on amendments to the Treaty, the admission of new members and the expulsion of current members (which require a 75% majority vote), and what action to take in response to events which fall within the alliance’s purview.
Article II:
Those nations party to this treaty do hereby pledge to support the establishment of and contribute forces to the joint Treaty command. The commanding officers of the joint command shall be elected by majority vote in the Treaty council. They will be responsible for selecting their own subordinates and for planning and implementing military action ordered by the Council. All internal discussion and planning on the part of the Treaty command is to be made available to the militaries of all member nations, unless the Council has voted to keep the information secret from some or all member nations for some reason.
Article III:
Should any nation party to this treaty, or covered under Article VII, come under attack by outside forces of any kind – whether they be other nations or terrorist groups – and request help from Treaty members, all forces that have been placed under joint command are to be mobilized to support them. Further contributions may be requested by the Council or the joint command, but these requests are not binding. Should the nation under attack not request assistance, they may ask that forces they have contributed to joint command be returned to their own control for the duration of the conflict.
Article IV:
No member nation is permitted to launch unprovoked military action against any other nation, upon penalty of expulsion from the alliance. If a member feels they would be justified in taking action, they may (secretly or openly, at their choice) request permission from the High Council, which may approve action with a 66% majority. In cases where conflict has broken out and the aggressor is unclear, Treaty members must attempt to negotiate a cease-fire while the Council determines who was in the wrong, and acts accordingly.
Article V:
Member nations may request funding, materials, or technical expertise to assist in any civilian or military research project, so long as they share the benefits of this project with other alliance members. They may also request assistance in development projects of military significance if they require it.
Article VI:
Nations which are located outside of Apolyton but desire protection under this treaty may be included as associate member under this article; they are bound and protected by Articles III & V, but receive no voice or votes in the High Council and are not bound by it’s decisions.
Any other nations who wish to join this pact are welcome to do so, upon approval by the High Council.
Treaty Command Forces:

Centralian Forces:
Centralian Third Army:
I, III, IV, VII, VIII, XII, XVI & XVII Integrated Infantry Corps:
400 000 troops and officers, with approximately 24 000 APCs, 17 000 transport trucks, 950 combat helicopters, 3500 heavy self-propelled artillery pieces, and 18 000 tanks.
IV, IX, X, XI & XIV Heavy Armour Divisions:
22 000 tank crews and officers, plus approximately 8 000 service personnel, equipped with 5000 tanks, 150 combat helicopters, 600 self-propelled tank destroyers, and 450 self-propelled heavy artillery pieces.
II & VI Air Force Wings:
4000 pilots, officers, and service personnel, 400 fighters, 250 ground-attack craft and 100 heavy bombers.
Centralian Sixth Fleet:
2 Carriers (SRC Allende, SRC Antioch), 6 cruisers, 19 destroyers, 38 missile frigates, 4 attack subs.
Naval aircraft: 78 fighters, 22 ground-attack aircraft, 83 combat helicopters.
Assorted Elite Units Contributed:
‘Condor’ Battalion:
3000 troops & officers, elite counter-insurgency paratroopers. Formed during the civil war and employed until recently to hunt the remnants of the rebel armies, a task which they completed with zealous efficiency.
‘Ironsides’ Division:
9000 troops & officers, heavy infantry using experimental power armour and autocannons (see below for details). Primarily used for frontal attacks one enemy positions with no or minimal heavy weapons.
Power Armour: Developed by a private contractor in Ferrozoica in co-operation with Centralis Defence Industries, this consists of several layers of Kevlar and other materials, several centimetres thick, which covers the entire body (including the head), and uses a mechanical exoskeleton to help the wearer move. It has proven virtually invulnerable to small-arms fire, and has been known to survive being caught in the blast of tank shells.
Autocannons: Developed in conjunction with Power Armour, this is a effectively a 20 mm Gatling gun, which fires explosive shells at more then 1000 rounds per minute. It has an ammunition belt reaching into an ammo container stored on the back of a power armour suit, which contains enough shells for more than an hour’s firing. It is capable of penetrating tank armour if it finds weak spots, and a single hit anywhere on a human body is usually enough to either kill or irrevocably cripple the target. The shells also have a fragmentation effect, which can cause serious injury to anyone nearby when it goes off.
‘Raven Guard’ Brigades:
20 000 crack troops trained in guerrilla warfare and sabotage. Intended to operate behind enemy lines, attacking isolated targets and rallying opposition fighters (if any). Equipped with Kevlar armour under a variety of camouflage gear, and silenced weapons for maximum stealth.
First Narmenian Armour Brigade:
Approximately 1000 tanks manned by crack crews (the brigade was founded in the province of Narmenia, in northwest Centralis; hence the name); intended to use their tanks en masse to break through enemy lines and inspire terror through numbers and skill. Have been known to successfully use exceedingly tricky tactics, including driving through enemy formations from opposite sides and reforming on the other sides (manoeuvre known as ‘the scissors’). Has yet to lose a single tank to friendly fire or collision with units members, a record unmatched by any other units in the Centralian military.
XXXVI Integrated Infantry Corps, ‘The Mailed Fist’:
50 000 troops and officers troops equipped with heavy Kevlar armour, night vision gear and heavy assault rifles, 1500 heavy tanks, 300 combat helicopters, 2000 light mortars, and 500 self-propelled heavy artillery pieces. This division was formed during the Sheepstan civil war, in order to prosecute urban warfare against the forces of Sheepstan fundamentalism, though they did not play a major role. They were instrumental in seizing control of Neuvostan from the rebels in the following civil war in Centralis, and developed into the primary city-fighting unit in the Centralian army.
Alecrastian Forces:
Riod Battlegroup:
Composition: 1 carriers, 6 cruisers, 10 destroyers, 19 missile frigates, 1 missile sub, 7 attack subs, 5 troop/supply transports.
North Sheepstan Brownshirts:
A rather odd battalion in the scheme of things. Patterned after the Rangers, the 40,000 strong Brownshirts are the remains of the North Sheepstan military's Brownshirts regiment (The other 10,000 having either fled to Centralis, Karakas or Bulbagarden after the court decision in the Protectorate disputes), which left with the Alecrast military (And taking their families with them) rather than live under New Sheepstan rule. They are not truly part of the Alecrast armed forces, instead considering themselves part of the Fonseca treaty forces, and so should be considered as such by the forces of other nations.
Foreign Legion:
While its numbers are smaller than they once were, the Alecrast Foreign Legion is still the equal largest of all the Battalions, with a full compliment of 200,000. Of these, very few are actually Alecrast nationals, as the name implies. Most that have joined this force have done so to gain Alecrast Citizenship for them and their families through national service rather than having to go through the long red tape that is immigration.
Equipment: 5000 tanks, 2500 self-propelled artillery, 10 000 mortars, 15 000 APCs, 600 combat helicopters, 15 000 transport trucks, 12 000 jeeps and other miscellaneous vehicles.

Praetor Shinzon announced the new treaty immediately after the Department of Defence announced the initiation of a modernization and strengthening program for Dakmoristan's armed forces.
The program involves the purchase of Karakasian armor and aircraft, and the recruitment of 5,000 troops in the first stage.
In spite of the buildup, Praetor Shinzon assured the parties to the Treaty of Fonseca that Dakmoristan has no intentions to fight an international war at this time. He said that the measures were to strengthen the Dakmoristan Armed Forces ahead of the imminent expiry of the cease-fire with the Sandrakkan Liberation Front.
The cease-fire, signed two years ago in Hammerheim, created a "safety zone" for SLF rebels in which they could move without being fired on. Outside this zone, normal rules of engagement apply. Unless it encountered SLF forces outside the safety zone, the Dakmoristan Armed Forces were forbidden from initiating armed confrontations.
A six-month extension was agreed upon last November, but agreement could not be reached on further extensions. The cease-fire expires on April 20th.

Noting the ongoing tensions between Alecrast and Sheepsta, and recalling that New Griffith, a Mt. Griffith treaty member along with Sheepsta, is directly on its western border, the Republic of Karakas petitions for entry to the Treaty of Fonseca; and declares that if admitted, it would be willing to place its 9th Army under joint command, and open its naval facilities to Treaty of Fonseca vessels.

Likewise, the scheduled stand-down of Dakmoristani alert status following the defeat of the SLF has been postponed indefinitely.

Newsflash!
Treaty of Fonseca defense ministers arrived in Urborg, the capital of Dakmoristan, today for an emergency meeting. The inflamed situation between Sheepsta and Alecrast is expected to be the major discussion point.
Some commentators have expressed fear that the situation is out of control, as the towns of western Karakas were subjected to air raid drills and fighter jets patrolled the New Griffith border, a founding member of the Treaty of Mt. Gravatt along with Sheepsta.
A spokesman for the Dakmoristani Defense Department said that his office hoped that the sharing of military technology would make it onto the agenda.
"We are very eager for the Fonseca Aerospace Initiative to go ahead," the spokesman said, "and to begin planning on future projects." The Fonseca Aerospace Initiative's first project has been rumored to be a new line of hybrid aircraft that improves on the Osprey transport vehicle, with the addition of ground attack capability.
Dakmoristan is also reportedly eager to upgrade its small arms, with Karakas' D-13 Cyclone anti-personnel weapon high on the shopping list; and to acquire basing rights for its special forces in the Alecrast Islands.

The government of Centralis would like to propose that a meeting of envoys from all member nations of the Fonseca Treaty be held (it doesn't really matter where), to discuss the potential for a joint military research project, and also to finally select someone to command all Fonseca joint forces.

The Karakasian Defense Department proposes the city of St. Paul, on the island of Balar.
It is a smallish city with good transportation. Additionally, it should be possible to provide watertight security.

Ok, I'll assume that we're all now attending the meeting. First item on the agenda: the selection of a supreme commander for all Fonseca Treaty forces. We would like to propose, as the Centralian candidate, Field Marshall Jai Colantro. He commanded the Centralis force deployed to Sheepsta during the Protectorate Crisis, and was for some time the supreme commander of all Centralis forces deployed in Elethar. Does anyone else wish to present any candidates for the post?
